On December 21st, the School of Global Governance at RUC held a lecture featuring Chen Aiping, Senior Officer of the UNFCCCOffice, and Li Genxin, former Director of Legal and External Relations Division at the CTBTO. The lecture, titled 'Sharing and Interpretation of Achievements of COP28 Dubai Climate Conference,' was chaired by Professor Cui Shoujun, Vice Dean of the School of Global Governance.

Chen shared the preparations and progress of COP28, while Li's comments prompted further student reflection. The two-week Dubai COP28 conference this year continued the commitments of the Paris COP21 climate conference, with countries agreeing to limit global warming to 1.5°C above pre-industrial levels by 2050. Achieving this goal requires halving carbon emissions by 2030, leaving only seven years to do so. The COP28 UAE conference is an excellent opportunity to rethink, restart, and refocus the climate agenda. The conference prioritizes practical energy transition, land use reform, and food system transformation to accelerate emission reductions, provide solutions for vulnerable countries, and address damage and losses. Additionally, the organizers aim to make the conference as inclusive as possible.

Dubai, as the host of the conference, has designed the Expo City venue to be an inclusive platform where everyone comes together for the benefit of humanity and the world. The venue has dedicated spaces for recognized parties and observer representatives in the Blue Zone, and for the public, private sector, and activists in the Green Zone. During COP28, the venue attracted over 70,000 participants, including heads of state, government officials, industry leaders, scholars, and various organizations.

Chen introduced the significant outcomes of COP28, namely the 'UAE Consensus,' emphasizing the urgency and importance of global efforts to address climate change. The conference reaffirmed the climate goals of the Paris Agreement and placed inclusivity at the core. The 'UAE Consensus' proposed measures such as accelerating energy transition, addressing climate finance issues, and promoting inclusivity. Consensus was reached on a roadmap for emissions reduction, with clear targets for global renewable energy capacity by 2030. Chen highlighted China's significant contributions to climate change mitigation, including the implementation of the 'dual-carbon' strategy and the promotion of a fair and cooperative global climate governance system.
